governor or " person administering the Government " of the State for the time being, to exercise his judgment " for the public Safety, to cause all such dangerous disaffected Persons and Families, as now are, or hereafter shall happen to be resident at or near any Post, Pass or Encampment, within this State, to be removed to such other Place or Places within the same, as he shall deem expedient." He was obliged to " certify the Names of such Persons so removed, and a Description of the Houses and Farms, from which they shall be removed respectively, to the Commissioners of Sequestration of the County, to which such Persons shall be removed."
